Biography

The Honorable Stéphane Dion Stéphane Dion is a distinguished Canadian diplomat, civil servant, and academic. He has been Canada's Ambassador to France and Monaco since September 2022 and the Prime Minister's Special Envoy to the European Union and Europe since 2017. From 2017 to 2022, as Canada's Ambassador to Germany and the Prime Minister's Special Envoy to the European Union and Europe, he helped deepen relations between Canada and Germany and promote Canada's interests throughout Europe for the benefit of people on both sides of the Atlantic. Prior to this role, he served as Canada's Minister of Foreign Affairs from 2015 to 2017, during which time he provided Canada's leadership on the world stage, particularly in promoting universal human rights, peace and stability efforts, the challenge of global climate change, and Canada's enduring commitment to multilateralism. In 2006, he became Leader of the Official Opposition in the House of Commons, a position he held until 2008. From 2004 to 2005, Mr. Dion served as Minister of the Environment. During his tenure, he succeeded in securing what is considered one of the greenest budgets in Canadian history. In 2005, he chaired the United Nations Climate Change Conference (COP11/MOP1), where he played an important role in reconciling the divergent interests of member countries in order to implement the Kyoto Protocol. From 2001 to 2003, as Minister of Official Languages, he developed and implemented the Action Plan for Official Languages, which is still a benchmark today. As Minister of Intergovernmental Affairs, a position he held from 1996 to 2003, longer than any other Canadian since Confederation, Mr. Dion played a leading role in promoting Canadian unity. He was first elected to Parliament in 1996, representing Saint-Laurent—Cartierville, and was re-elected seven times. Before entering politics, Mr. Dion taught political science at the University of Moncton in 1984, then at the University of Montreal from 1984 to 1995. He is the author of numerous scientific articles and books on public administration, organizational studies, political institutions, and environmental policy. He was also a member of the external advisory committee of the Yale University Institute on Climate and Energy from 2011 to 2015. Born in Quebec City, Mr. Dion studied at Laval University before obtaining a doctorate in sociology from the Paris Institute of Political Studies in France. He also holds an honorary doctorate from Carlos III University in Madrid.
